What is the animated movie i am thinking of?

it is from probably the late 80s or early 90s. the characters are some kind of animals, but i can't remember what, and they make this contraption that can fly out of sticks and stuff and it has big wings. and i think they are in like some kind of foggy swamp or something. any ideas what it is?
