Well, you can go to your bank and get a cashiers check or you can do a wire transfer to the person's bank, BUT WHY ARE YOU DOING THIS? If its for a family member or something then fine, if you are purchasing something like a car from somebody overseas then BE CAREFUL .. there are a LOT of scams out there ..and this is almost certainly a scam...you are going to send your money and never get anything..I guarantee that ...so don't do it!
