she has grown up in a home where it wasn't acceptable to show love or affection, you need to show that it is in fact ok, let her know it is fine to show and express her feelings. i'm sure she really likes but just isn't used to showing that kind of affection. keep on letting her know how you feel and i'm sure she'll open up
